“And after these things I saw another angel come down from heaven, having great power; and the earth was lightened with his glory.” KJV — Revelation 18:1
The two-horned beast exercises all the power which the first beast, the leopard-like, exercised, again showing it to be a world power. Indeed, it requires just such a power to compel all the inhabitants of the earth to worship as he commands, and to implement a likeness of a church and state government that is as outdated as are the Middle Ages themselves. Yes, it takes such a power to influence the world, save those whose names are written in the Lamb’s Book of Life, to bow down to it.
When this comes to pass, which is no longer beyond the horizon, then those whose names are written in the “Book of Life” shall be delivered, but all others will have received the mark of the beast. There will be no middle ground, or middle class.
Read 1 Thessalonians 5:1–6. What admonition does the apostle Paul give us regarding the last days of human history?
The world government which is to develop from the “League of Nations” and the “United Nations,” is not actually to be absolutely universal, and there are still to be “two worlds,” but rather than there being Capitalism and Communism, they are to be those who worship the beast and his image, and those who worship God and have their names written in the Book. The latter are the only people who will not bow down to the future world government.
We should now decide what to do, so that we will not be caught off guard. For this very cause the light of Truth has come to us now.
We individually must watch and pray and be ready always, for we know not the day and hour of our personal visitation to have bestowed upon us God's mark and seal for eternity. Therefore, be ready always.
Review Daniel 2, and note the sequence of kingdoms that came and went, exactly as predicted. What should this teach us about how we can trust that what God says will happen, will indeed happen?
Daniel explains that his four beasts symbolize four world empires, one following the other. And it has long been widely understood that they are Babylon, Medo-Persia, Grecia, and Rome. Note that John’s leopard-like beast has the head of a lion (first beast), the feet of a bear (second beast), the body of a leopard (third beast), and ten horns (fourth beast). And so, you see, the leopard-like beast is a composite beast of Daniel’s four beasts, a descendant of them. It must therefore represent the world after the fall of the fourth empire, after Pagan Rome.
Moreover, the ten crownless horns of Daniel’s fourth beast being symbolical of kings that were to arise out of the Roman Empire, the crowns on the leopard-like beast show that the beast represents the period in which the kings took their crowns, the period after the disintegration of the Pagan Roman Empire.
Now, since the horns of John’s beast symbolize the nations, and his wounded head symbolizes a religious organization divorced from a civil power, and since his seven heads are all alike, save for the wound on one of them, it becomes obvious that the heads, seven in number, portray religious bodies, Christendom in its entirety. The horns, though, ten in number, portray the civil governments in their entirety. Both horns and heads therefore represent the world of today just as each of Daniel’s four beasts respectively, represented the world in their day.
Read John 7:17, John 8:32, and John 17:17. What promises does Jesus give regarding knowing truth and where is it found?
The power that is represented by this two-horn beast will identify itself with “the false prophet,” for together they are “cast alive into a lake of fire.” Rev. 19:20. From this it is plain to see that the wonders which the beast does in the sight of men, and by which he deceives them “that dwell on the earth” (Rev. 13:13, 14), are wrought by the false prophet (Rev. 19:20) “in the sight of the beast.” Rev. 13:14. Clearly, then, the beast’s civil authority, combined with the prophet’s supernatural power, points to a union of beast and prophet – an affiliation of state and of church representatives.
Having only two horns, not ten, the beast therefore depicts a local, not a universal, government. Nevertheless, he will influence all Christendom to “make an image to the beast, which had the wound by a sword, and did live”; that is, he will engineer a world-wide governmental setup, re-enthroning the principles of the church-state rule of Ecclesiastical Rome. Being the restorer of these principles, he, along with the prophet, will become the world’s chief dictator, and shape not only the political and the religious policies of the governments, but also the world’s commerce. He shall decree “that no man might buy or sell, save he that had the mark, or the name of the beast, or the number of his name.” Rev. 13:17.
This beast represents a man who stands at the head of a nation, and whose influence goes far and wide among the kings of the earth. He is further identified by a number – the mystical number “six hundred threescore and six.” Rev. 13:18.
Here [Rev. 13;13-15], you see that this unification of the world, engendered to bring peace and harmony out of the present chaos, will instead bring an even greater time of trouble. And why? – Because though the beast may bring Communism and Capitalism to mutual agreement and cause them to bow down to the image of the beast, yet those whose names are written in the Lamb’s Book of Life will never comply. From this, you see that the whole plan is directed by a supernatural power whose aim is to boycott the people of God. They shall nevertheless be delivered.
“The Reformation did not, as many suppose, end with Luther. It is to be continued to the close of this world's history. Luther had a great work to do in reflecting to others the light which God had permitted to shine upon him; yet he did not receive all the light which was to be given to the world. From that time to this, new light has been continually shining upon the Scriptures, and new truths have been constantly unfolding.” GC 148.4
Read Revelation 18:1. What three things does John tell us about this angel? (See also Hab. 2:14.)
“This scripture points forward to a time when the announcement of the fall of Babylon, as made by the second angel of Revelation 14 (verse 8), is to be repeated, with the additional mention of the corruptions which have been entering the various organizations that constitute Babylon, since that message was first given, in the summer of 1844. A terrible condition of the religious world is here described. With every rejection of truth the minds of the people will become darker, their hearts more stubborn, until they are entrenched in an infidel hardihood. In defiance of the warnings which God has given, they will continue to trample upon one of the precepts of the Decalogue, until they are led to persecute those who hold it sacred. Christ is set at nought in the contempt placed upon His word and His people. As the teachings of spiritualism are accepted by the churches, the restraint imposed upon the carnal heart is removed, and the profession of religion will become a cloak to conceal the basest iniquity. A belief in spiritual manifestations opens the door to seducing spirits and doctrines of devils, and thus the influence of evil angels will be felt in the churches. GC 603.2
“Of Babylon, at the time brought to view in this prophecy, it is declared: “Her sins have reached unto heaven, and God hath remembered her iniquities.” Revelation 18:5. She has filled up the measure of her guilt, and destruction is about to fall upon her. But God still has a people in Babylon; and before the visitation of His judgments these faithful ones must be called out, that they partake not of her sins and “receive not of her plagues.” Hence the movement symbolized by the angel coming down from heaven, lightening the earth with his glory and crying mightily with a strong voice, announcing the sins of Babylon. In connection with his message the call is heard: “Come out of her, My people.” These announcements, uniting with the third angel's message, constitute the final warning to be given to the inhabitants of the earth.” GC 604.1
Read Revelation 4:11, Revelation 5:12, Revelation 19:1, and Revelation 21:26. What words are associated with the glory of God that fills the earth as described in Revelation 18:1?
“I saw angels hurrying to and fro in heaven, descending to the earth, and again ascending to heaven, preparing for the fulfillment of some important event. Then I saw another mighty angel commissioned to descend to the earth, to unite his voice with the third angel, and give power and force to his message. Great power and glory were imparted to the angel, and as he descended, the earth was lightened with his glory. The light which attended this angel penetrated everywhere, as he cried mightily, with a strong voice, “Babylon the great is fallen, is fallen, and is become the habitation of devils, and the hold of every foul spirit, and a cage of every unclean and hateful bird.” The message of the fall of Babylon, as given by the second angel, is repeated, with the additional mention of the corruptions which have been entering the churches since 1844. The work of this angel comes in at the right time to join in the last great work of the third angel's message as it swells to a loud cry. And the people of God are thus prepared to stand in the hour of temptation, which they are soon to meet. I saw a great light resting upon them, and they united to fearlessly proclaim the third angel's message. EW 277.1
“Angels were sent to aid the mighty angel from heaven, and I heard voices which seemed to sound everywhere, “Come out of her, My people, that ye be not partakers of her sins, and that ye receive not of her plagues. For her sins have reached unto heaven, and God hath remembered her iniquities.” This message seemed to be an addition to the third message, joining it as the midnight cry joined the second angel's message in 1844. The glory of God rested upon the patient, waiting saints, and they fearlessly gave the last solemn warning, proclaiming the fall of Babylon and calling upon God's people to come out of her that they might escape her fearful doom.” EW 277.2
Read Exodus 33:18, 19. How does God reveal His glory to Moses? What is God’s glory?
“The Loud Cry—During the loud cry, the church, aided by the providential interpositions of her exalted Lord, will diffuse the knowledge of salvation so abundantly that light will be communicated to every city and town. The earth will be filled with the knowledge of salvation. So abundantly will the renewing Spirit of God have crowned with success the intensely active agencies, that the light of present truth will be seen flashing everywhere.—The Review and Herald, October 13, 1904.” Ev 694.1
“Jehovah declared to the prophet that he would send his witnesses ‘unto the nations, to Tarshish, Pul, and Lud, ... to Tubal, and Javan, to the isles afar off.’ ‘They shall declare my glory among the Gentiles,’ the prophet was assured by the divine messenger; ‘and they shall bring all your brethren for an offering unto the Lord out of all nations ... to my holy mountain Jerusalem.... And I will also take of them for priests and for Levites.” Isaiah 66:19-21.’ RH June 24, 1915, par. 4
Read Revelation 5:6, 8, 12; Revelation 7:17; Revelation 14:1; Revelation 15:3; Revelation 19:7; Revelation 21:22, 23; and Revelation 22:1, 3. What is the meaning of the symbolism of the Lamb, and why would it appear so many times in the book of Revelation?
“And I beheld, and, lo, in the midst of the throne and of the four beasts, and in the midst of the elders, stood a Lamb as it had been slain, having seven horns and seven eyes, which are the seven Spirits of God sent forth into all the earth.” KJV — Revelation 5:6
The Lamb’s presence before the throne assures us that “if any man sin, we have an Advocate with the Father, Jesus Christ the righteous.” 1 John 2:1.
The Lamb’s seven horns signify completeness of power and authority, in assurance of which Christ said: “All power is given unto Me in heaven and in earth.” Matt. 28:18. His unlimited power is for our good, and for our use. He proclaims: “If ye have faith as a grain of mustard seed, ye shall say unto this mountain, Remove hence to yonder place; and it shall remove; and nothing shall be impossible unto you.” Matt. 17:20.
The Lamb’s seven eyes denote that all things are open and naked unto Him.
“Whither,” asks the Psalmist “shall I go from Thy spirit? or whither shall I flee from Thy presence? If I ascend up into heaven,” he declares, “Thou art there: if I make my bed in hell, behold, Thou art there. If I take the wings of the morning, and dwell in the uttermost parts of the sea; even there shall Thy hand lead me, and Thy right hand shall hold me. If I say, Surely the darkness shall cover me; even the night shall be light about me. Yea, the darkness hideth not from Thee; but the night shineth as the day: the darkness and the light are both alike to Thee.” Ps. 139:7-12.
Yes, the seven symbolical “horns,” “eyes,” and “lamps of fire,” are indeed “the seven Spirits of God,” the Spirit’s work in all phases, sent forth into all the earth, to give to the saints power against the forces of evil, also light on the Gospel of Christ, a vision of their present state of being and of their future glory, and so on. Hence the Saviour’s reassurance, “It is expedient for you that I go away: for if I go not away, the Comforter will not come unto you; but if I depart I will send Him unto you.” John 16:7. “But the Comforter, which is the Holy Ghost, Whom the Father will send in My name, He shall teach you all things, and bring all things to your remembrance, whatsoever I have said unto you.” John 14:26. Plainly, then, whatever things Inspiration Itself does not teach and interpret, are not worth remembering, teaching, or even listening to.
“The angel who unites in the proclamation of the third angel's message is to lighten the whole earth with his glory. A work of world-wide extent and unwonted power is here foretold. The advent movement of 1840-44 was a glorious manifestation of the power of God; the first angel's message was carried to every missionary station in the world, and in some countries there was the greatest religious interest which has been witnessed in any land since the Reformation of the sixteenth century; but these are to be exceeded by the mighty movement under the last warning of the third angel. GC 611.1
“The work will be similar to that of the Day of Pentecost. As the “former rain” was given, in the outpouring of the Holy Spirit at the opening of the gospel, to cause the upspringing of the precious seed, so the “latter rain” will be given at its close for the ripening of the harvest. “Then shall we know, if we follow on to know the Lord: His going forth is prepared as the morning; and He shall come unto us as the rain, as the latter and former rain unto the earth.” Hosea 6:3. “Be glad then, ye children of Zion, and rejoice in the Lord your God: for He hath given you the former rain moderately, and He will cause to come down for you the rain, the former rain, and the latter rain.” Joel 2:23. “In the last days, saith God, I will pour out of My Spirit upon all flesh.” “And it shall come to pass, that whosoever shall call on the name of the Lord shall be saved.” Acts 2:17, 21.” GC 611.2
