Heaven's plan of salvation is broad enough to embrace the whole world. God longs to breathe into prostrate humanity the breath of life. And He will not permit any soul to be disappointed who is sincere in his longing for something higher and nobler than anything the world can offer. Constantly He is sending His angels to those who, while surrounded by circumstances the most discouraging, pray in faith for some power higher than themselves to take possession of them and bring deliverance and peace. In various ways God will reveal Himself to them and will place them in touch with providences that will establish their confidence in the One who has given Himself a ransom for all, ‘that they might set their hope in God, and not forget the works of God, but keep His commandments.’” Psalm 78:7. “God directed the children of Israel to encamp in that place, where there was no water, to prove them, to see if they would look to him in their distress, or murmur as they had previously done. In view of what God had done for them in their wonderful deliverance, they should have believed in him in their distress. They should have known that he would not permit them to perish with thirst, whom he had promised to take unto himself as his people. But instead of entreating the Lord in humility to provide for their necessity, they murmured against Moses, and demanded of him, water. God had been continually manifesting his power in a wonderful manner before them, to make them understand that all the benefits which they received came from him; that he could give them, or remove them, according to his own will. At times they had a full sense of this, and humbled themselves greatly before the Lord; but when thirsty, or when hungry, they charged it all upon Moses, as though they had left Egypt to please him. Moses was grieved with their cruel murmurings. He inquired of the Lord what he should do; for the people were ready to stone him. The Lord bade him go smite the rock with the rod of God. The cloud of his glory rested directly before the rock. “He clave the rocks in the wilderness, and gave them drink as out of the great depths. He brought streams also out of the rock, and caused waters to run down like rivers.” Moses smote the rock, but it was Christ who stood by him and caused the water to flow from the flinty rock. The people tempted the Lord in their thirst, and said, If God has brought us out here, why does he not give us water, as well as bread. That if showed criminal unbelief, and made Moses afraid that God would punish them for their wicked murmurings. The Lord tested the faith of his people, but they did not endure the trial. They murmured for food, and for water, and complained of Moses. Because of their unbelief, God suffered their enemies to make war with them, that he might manifest to his people from whence cometh their strength.” 1SP 227.1

After Israel crossed the sea, and after the sea closed in on their enemies, they all sang and gave God the glory, but though Pharaoh’s army and the sea were no longer objects of fear but of interest, their trials, doubts, and fears were not yet at an end: Almost immediately after they saw the sea behind and the desert ahead they began to recriminate Moses for having brought them into the desert to starve there for want of water and food. It never entered their minds that if God can dry the sea, He can certainly flood the desert and make it blossom as a rose. Notwithstanding their doubts and their moanings God again performed an even greater miracle: He caused water to gush out of the rock and He brought manna from Heaven!

He took not away the pillar of the cloud by day, nor the pillar of fire by night, from before the people.’ Says the psalmist, ‘He spread a cloud for a covering; and fire to give light in the night.’ Psalm 105:39. See also 1 Corinthians 10:1, 2. The standard of their invisible Leader was ever with them. By day the cloud directed their journeyings or spread as a canopy above the host. It served as a protection from the burning heat, and by its coolness and moisture afforded grateful refreshment in the parched, thirsty desert. By night it became a pillar of fire, illuminating their encampment and constantly assuring them of the divine presence. PP 282.2

“The children of Israel were to occupy all the territory which God appointed them. Those nations that rejected the worship and service of the true God were to be dispossessed. But it was God's purpose that by the revelation of His character through Israel men should be drawn unto Him. To all the world the gospel invitation was to be given. Through the teaching of the sacrificial service, Christ was to be uplifted before the nations, and all who would look unto Him should live. All who, like Rahab the Canaanite and Ruth the Moabitess, turned from idolatry to the worship of the true God were to unite themselves with His chosen people.
